Cross-border tariff rules have changed in both directions. Use these two screening tools to check a product code, spot a listed duty or import restriction, and identify what your customs team should confirm before the shipment moves.
What changed
A faster first check for cross-border shipments
Tariff classification, country of origin, entry date, and product details now have a larger impact on landed cost and shipment eligibility. These lookups bring the two current reference lists into one page to flag potential exposure earlier in the quoting and order process.
Screen for U.S. Section 338 measures
Specified products of Canada face a 50% additional duty. For covered products imported on or after September 29, 2026, 68 classifications move to an import prohibition. Some listed alcohol provisions have a narrower packaged-product scope.
Screen for Canadian counter-tariffs
Certain U.S.-origin goods entering Canada face a surtax of 15%, 25%, or 50% of value for duty. Rates, effective dates, surtax codes, and review notes vary by tariff item.
Interactive screening
Choose your shipment direction
Enter the tariff code already assigned to the product. The tools screen the supplied code against the lists validated on September 17, 2026.
U.S. Section 338 HTS lookup
Enter an 8-digit or 10-digit U.S. HTS code with or without punctuation, then select the product's declared origin. Exact 10-digit provisions take priority over an 8-digit match.
A Canadian ship-from address does not establish Canadian origin.
Enter a code to see the Section 338 screening result.
Canadian counter-tariff lookup
Enter a Canadian tariff code with or without dots. The tool compares the first 8 digits with the consolidated list of tariff items.
The surtax applies only when the listed tariff item and U.S. origin requirements are met.

Before you book
Use the result as the start of your customs review
A code match identifies a potential measure. Your final treatment still depends on the shipment facts and current customs rules.
- Confirm the codeVerify the tariff classification against the current U.S. or Canadian tariff schedule.
- Confirm originUse the applicable origin and marking rules. Ship-from country alone is not enough.
- Check the dateReview the import, entry, or withdrawal date tied to the measure.
- Review exceptionsCheck Chapter 98 or 99 treatment, in-transit relief, remission, and other trade measures.
- Keep your recordsRetain invoices, origin support, classification records, and transport documents.
Common questions
What shippers should know
Does shipping from Canada prove Canadian origin?
No. The U.S. Section 338 measures apply to products of Canada. Origin depends on the product and its manufacturing facts, not only the pickup or ship-from address.
Does Canada's de minimis threshold remove the surtax?
No. CBSA states that the surtax applies to covered U.S.-origin goods even when a shipment falls under a de minimis threshold.
Does “not listed” mean the shipment is exempt?
No. It means the entered code was not found in this data version. Confirm the classification, origin, current tariff list, and any other applicable duties or restrictions.
What happens to the 68 U.S. import-ban classifications?
Covered products of Canada imported on or after September 29, 2026 are prohibited. Goods imported before that date but not yet entered or withdrawn remain subject to the 50% additional duty, subject to the applicable proclamation.
